Changing the privacy settings via the page you linked to only affects files uploaded by the web uploader. ![]() I think they are uploading via the Windows Uploadr, which, because it grabs most every image file on the computer, uploads all photos as private. In any case, why not upload them as public? This can be changed here. Or do you have thousands more? You might have to do them in batches in Organize or Camera Roll.
